Thin pages are almost always a product of volume targets, not of capability. When topic space runs short of a monthly quota, rephrasing is the only way to hit it — so the place to stop them is planning, not editing.
How they get produced
Setting the quota before finding topics: when topics run out, one subject gets split across several pages that differ only in wording.
Building several pages for one intent, believing it covers more keywords, when in fact they compete.
Padding fields to satisfy a template: attaching a number with no real data, writing a position section with no position.
Three tests before production
What is this page's target question? If it cannot be written in one sentence, do not build it.
What does this page have that nothing else does — real data, a clear position, or unique operational detail? None of the three means do not build it.
Put it next to the closest existing page: can one sentence describe both? If yes, merge them.
Why it is worse than not publishing
Crawl budget is finite: the higher the share of low-value pages, the less often the important ones get fetched.
Internal authority gets dispersed: links route it to pages that will never return anything.
Beyond position 11 this category returns almost no clicks — so a mass of pages outside the paying range trades crawl and authority cost for zero return.
