A clear judgement and rigour are not in tension. State the judgement, then state the conditions under which it holds and the conditions under which it does not — which is more rigorous than withholding it, because it also defines the boundary.

Three typical forms of hedging

Ending on 'it depends' without saying on what. The reader gets no basis for a decision.

Listing every approach flat and calling each one advantageous. That pushes the judgement cost back onto the reader.

Substituting 'the industry generally believes' for your own view. Second-hand consensus is not a judgement, and in this field the general belief frequently has no evidence.

Stating a judgement without losing rigour

Lead with the judgement: we recommend doing this, or we recommend not.

Then the conditions under which it holds. 'Fix the crawl layer before content' presumes the crawl layer is actually broken, and that logs can show it.

Then a counter-case: when the judgement does not apply. Writing the counter-case raises credibility rather than lowering it.

The knock-on effect on quality

A page with a position is hard to write thin, because a position needs reasons and conditions — and those are substance.

Conversely, the standard failure in bulk production is every page repeating the same positionless generalities, which ends as rephrasing.
